1.  Scope – The COMPANY shall perform the work as described in this specification on all machinery and related equipment (compressors, expanders/companders, pumps, filters, silencers, etc.), on the cooling water system (system sizing, cooling water treatment system, cooling water towers, etc.), and all vendor packages within their scope as specified in the contract scope. The COMPANY may also be required to perform noise analysis work and compile the plant lubrication schedule as stated in the contract scope.

For each item of equipment or package, the responsibilities of the COMPANY may include one or more of the following functions.

  1. Basic Design – consisting of preparation and issue of duty data sheets and mechanical specifications.
  2. Detailed Design – consisting of integration of equipment designs within the plant design to include civil, structural steel, electrical, instrument, piping, vessel, and machinery considerations. Development of equipment P&IDs. Review of the supplier’s detail manufacturing drawings and design calculations (e.g., pressure vessel calculations, shaft dynamic analyses, hydraulic calculations, etc.) to ensure fitness for purpose. Review of all items to ensure compliance with Company specifications and standards.
  3. Procurement – consisting of enquiry and purchase requisitions, technical bid evaluations including equipment tabulations, procurement, and supplier document management/control, stage inspections, and witnessing of works tests.

11.2       Codes, Standards, and Specifications

2.1  General

The following are the design codes, Company engineering standards, specifications, QC plans, and VDR documentation that the COMPANY shall use to design and procure the machinery and related equipment as required in the contract scope.

2.2  Design Codes

The following design codes shall be used:

ANSI/HI 1.1-9.5 1994 Hydraulic Institute Pump Standards
ISO 31 – 7 Quantities and Units: Acoustics
ICOMPANY 61260 Octave band and fractional – octave band filters

When a local or country code takes precedence, the COMPANY shall advise Air Products.

2.3  Standards

The Company engineering standards and design guides relating to machinery and associated equipment will be listed in the contract scope appendix.

2.4  Specifications and Data Sheets

The Company specifications and data sheets relating to machinery and associated equipment will be listed in the contract scope appendix.

2.5  Quality Control (QC) Plans

Company QC Plans for the various pieces of machinery and related equipment will be listed in the contract scope appendix. These QC Plans shall be included in any COMPANY procurement packages for this equipment as appropriate.

2.6  Vendor Data Requirements (VDR) Documentation

Company VDR documentation is required for the equipment. The particular VDR sets (ID/Name) will be listed in the contract scope appendix.

3  Global Supply Agreements

  1. Company has global supply agreements (GSA) for certain items of machinery and related equipment in effect with various suppliers.
  2. The COMPANY shall procure any items within their scope that are included in GSAs from the appropriate GSA supplier(s).
  3. The contract scope will contain a listing of the machinery and related equipment for which GSAs are in effect.

4.  Company Deliverables to the Engineering Contractor

4.1  General

This section provides a description of the drawings and documents that will be issued by Company to the COMPANY as the basis for the detailed engineering work to be performed by the

  1. The exact scope for each piece of equipment will be detailed in the contract scope.
  2. The COMPANY is responsible for relaying back to Company any discrepancies, mistakes, or incomplete information found on Company deliverables. These comments will then be reviewed internally and resolved with the supplier as appropriate for clarifications and possible drawing or document revisions.

4.2    Process Data Sheets

These will be supplied for each item of process equipment.

4.3    Site Conditions and Utilities Data Sheet

General site conditions and relevant utilities data sheet will be supplied as necessary.

4.4    Cooling Water System Duty Data Sheet

This will be supplied when responsibility for the cooling water system is split between the COMPANY and Air Products. It will define the expected pressure drop across Air Products-supplied equipment, required flow rate, minimum supply pressure, etc. to allow the COMPANY to design the cooling tower system. The cooling tower system scope typically comprises the cooling tower, circulation pumps, sidestream filter, chemical dosing package, corrosion coupon rack, and chemical storage facilities. It is expected that there will be two issues of the document. The “for design and enquiry” will contain estimates for heat load, flow rates, and pressure drops. The “for purchase” issue will confirm data for detailed design and purchase of system components.

4.5    Cooling Water Analysis Data Sheet

This will be supplied when responsibility for the cooling water system is split between the COMPANY and Air Products. It will define the make-up water analysis and any environmental limits related to the disposal of treated cooling water. The COMPANY shall use this data in the design of the water treatment system and then shall return the document to Company duly completed with details (maxima and minima) of the treated cooling water.

4.6  Supplier Documents

These will be supplied for pre-selected items and items not included in the EC’s scope where details are required by the COMPANY to complete their design responsibilities. These documents include outline drawings and information supplied to Company by outside suppliers.

5  Deliverables from the Engineering Contractor

5.1    General

This section provides a general description of the drawings and documents that shall be produced by the COMPANY and issued to Company as the detailed design work is performed. Supporting information including calculations shall be prepared and recorded. The extent of the documentation shall be listed in a document register.

5.2    Equipment Data Sheets

Equipment data sheets shall be issued to Company for all items of equipment for which the COMPANY is responsible. These shall be complete by the time the equipment items are ready for purchase.

5.3  Requisition Packages and Bid Tabs

  1. The COMPANY shall produce requisition packages for all pieces of equipment and vendor packages included in their scope of work. The contract scope appendix will list example purchase specification packages.
  2. The equipment under the EC’s design and procurement scope may include the following:
    • Filters.
    • Compressors.
    • Expanders/companders.
    • Silencers.
    • Cryogenic and cooling water pumps.
    • Cooling water treatment systems.
    • Cooling water towers.
    • Vendor packages (driers, vacuum units, etc.).
  3. The COMPANY shall refer to the equipment list and the contract scope to identify all equipment within their scope.
  4. The COMPANY shall obtain competitive bids for the equipment, review the bids against Company specifications, and produce technical and commercial bid tabulations. Bid evaluations shall indicate technical compliance and/or deviation lists. Evaluations and bid tabulations shall be submitted to Company for review and approval before purchase of the equipment. Example technical bid tabulation chart and evaluation discussion are listed on the contract scope appendix.
  5. Technical bid evaluations are not required for items procured using an Company global supply agreement. In these instances, completed order data sheets and estimated performance curves shall be supplied to Company before ordering the equipment.

5.4    Equipment Procurement

  1. After Company approval of the purchase package/bid tabulation, the COMPANY shall undertake all necessary activities to procure the equipment.
  2. The COMPANY is responsible for reviewing the supplier’s documentation to ensure completeness and compliance with all specifications and standards (equipment data sheet, schedule, QA documents, drawings, operation and maintenance procedures, spare part lists, etc.).
  3. The COMPANY shall handle all technical requests and correspondence with the supplier during the procurement process and during the site installation and commissioning phases.
  4. The COMPANY shall organize and perform the required inspections as per the QC plans and shall ensure that the inspection activities fully comply with the country’s legal requirements.
  5. The COMPANY shall manage inter-discipline activities and shall ensure that all necessary information such as utility requirements, foundation loading, nozzle loading, interfaces, and tie-in point information (e.g., location, type) is kept up to date in all relevant COMPANY drawings.
  6. The COMPANY shall expedite all issues/missing documents to ensure the on-time delivery of the equipment.
  7. The COMPANY shall review the performance test data and compliance with the process/utility requirements and suppliers’ data.

5.5    Design Reports

The requirement for specific design reports will be detailed in the contract scope.

5.6    Lubrication Data Sheets

A completed lubrication data sheet for each item of equipment handled by the COMPANY shall be provided.

5.7    Electric Motor Data Sheets

A completed motor data sheet for each electric motor handled by the COMPANY shall be provided.

5.8  Cooling Water Analysis Data Sheet

A completed detailed analysis for circulating cooling water shall be provided.

5.9  Noise Data Sheets

A completed noise data sheet for each equipment item shall be provided.

5.10  Noise Study

When the COMPANY is required to provide the plant acoustic design, the work shall typically include:

  • Site noise survey
  • Preliminary studies
  • Acoustic design report
  • Review of noise data of all equipment (information for equipment not procured by the COMPANY will be supplied by Air Products)
  • Final acoustic design report
  • Plant survey and necessary authority approvals

5.11  Cooling Water System Design

When the COMPANY is required to design the cooling water system, the work shall typically include:

  • The collection and update of equipment requirements for cooling water supply.
  • The sizing and design of the cooling water system and its control.
  • The preparation and issue of the specifications for the pumps, the cooling water treatment system, sidestream filter, and cooling tower equipment (or other equipment as suitable).
  • Report on the water effluent properties and compliance with the specifications.
