Low HSR FORMULA:
LOW HSR AFFECTING FACTORS
Low HSR can be divided into two categories:
– Low Outgoing HSR
– Low Incoming HSR
LOW HSR RECTIFICATION PROCEDURES
– Low Outgoing HSR
Following points need to be followed for Low Outgoing HSR
– Verification of Neighbor Plan- add/delete neighbors as per analysis (neighbor audit)
– Verification of adjacency data (BCCH, BSIC, LAC)- remove discrepancies
– BCCH frequency plan- revise BCCH plan to remove frequency clashes
– External LAC definitions- add/delete External LACs in MSC through NSS
– TCH Blocking on an adjacent cell- avoid handover attempts to such cell (if feasible) by increasing Rx-level margins/ thresholds
– Outage on an adjacent cell; raise to O&M
– Low Incoming HSR
Follow first four (4) points of ‘Low Outgoing HSR’. Apart from that, check for TCH Blocking on the cell that has problem of low incoming HSR. If blocking is present, follow the steps to counter TCH Blocking under section for CSSR troubleshooting
Statistical Data for Low HSR
For xNokia cells, data is available in ‘Nokia Optima Harmonized Stats’ tool to analyze low HSR on cell level. ND Report: 153 is useful for investigating low HSR issues.
For xSiemens cells, data is available in ‘StatMon’ tool for analysis of low HSR.

Low MPD FORMULA AFFECTING FACTORS
– Decreased Traffic due to network related issues
– Increased Number of TCH Drops
Low MPD FORMULA RECTIFICATION PROCEDURES:
– Verify if the traffic decrease is due to network related issues, e.g., TCH unavailability. If TCH availability is low, raise with BSS O&M via Service Desk.
– If TCH Drops are increased, follow the procedure for analysis and rectification of drops as described for High DCR.
Statistical Data for Low MPD
For xNokia cells, MPD can be seen from ‘Nokia Optima Harmonized Stats’ tool. For xSiemens cells, MPD can be seen from StatMon tool.
