1.0 PURPOSE

The purpose of this procedure is to provide work methodology, guidelines, and quality requirements for Disposal wastewater from cleaning and flushing as per Saudi Aramco Standard and Specification.

2.0 SCOPE

The scope applies to Disposal wastewater from cleaning and flushing works for above ground piping and vessels as described in the scope of work for Plants and refinery projects.

4.0 RESPONSIBILITIY

4.1 Construction Manager is responsible to oversee that all material, manpower and equipment required during this activities are being carried out in accordance with project specification, drawings and standards and is responsible for implementing all HSE requirement.
4.2 Construction Supervisor is responsible to monitor that project scope activities is properly implemented and carried out as per project scope and standard and shall monitor availability of materials, manpower and equipment.
4.3 Construction Foreman is responsible in manning manpower and equipment and shall ensure that all activities are carried as per project drawing scope and standards.
4.4 QC Manager is responsible in the implementation of company project quality management and ensure that all standards and specification are being carried out and complied as per Saudi Aramco requirements.

4.5 QC Inspector shall be responsible in monitoring and verifying quality requirements as to actual inspection and shall ensure that inspection are carried out in confonnity with project procedure, standards and specifications.
4.6 Safety Officer shall be responsible in monitoring all safety precautions measures at sites such as barricades and safety signage to ensure a safe working environment. Monitor and verify availability and valid work permits prior to any work commencement.

5.0 MANPOWER

5.1 The Hydro test Supervisor shall control the overall activity of disposal works and he shall be directly reporting to the Construction Manager. The basic manpower under him shall consist but not limited to the following:
5.1.1 Piping Foreman
5.1.2 Pipefitters
5.1.3 Vacuum truck Driver
5.1.4 Forklift Operator (Aramco Certified)
5.1.5 Helper

6.0 TOOLS AND EQUIPMENT

Tools and equipment needed shall be in good condition and must be checked by Hydro test Supervisor & Safety Officer prior to use. These includes but not limited to:
6.1 Tools and Equipment

6.1.1 Vacuum Truck
6.1.2 20m’ Storage Tank
6.1.3 3m’ Storage Tank
6.1.4 Fork Lift

7.0 PROCEDURE

7.1 General

7.1.1 Secure work pennit from DEC/JGC concerned personnel prior to start of work/activity
7.1.2 Prepare all materials needed for the job.

7.2 Wastewater Disposal

7.2.1 Restrictions.

7.2.1.1 Plant piping activities, including the use of liquid hydrocarbon products during service or during use require the construction and use of oil/water separation systems prior to disposal. New Plant piping and Plant piping in gas and water service do not require oil/water separation systems prior to disposal.
7.2.1.2 As far as possible locate the disposal site within the existing Plant piping corridor while ensuring adequate Plant piping access and without causing damage to the existing roadways, Plant piping, private entities or other structures.
7.2.2 Provide required storage tank at site as per drain point of each test package. Storage tank location must be well studied and strategically identified by testing group.
7.2.3 Disposal as dust control measure
7.2.3.1 For less than Sm’, utilize dispose water from hydro test as dust control in JGC/DEC Satellite office, but prior to disposal, dispose water must not give rise to a nuisance due to odor or unsightly appearance. QC to verify if it is acceptable to use as a dust control measure.

7.2.4 Disposal to industrial Waste water Treatment Plant

7.2.4.1 Locate storage tank wherein the best strategic location base on location of drain
points as per test package. If test package is greater than Sm’ of volume of waste water (hydro test water), waste water will be dispose at approved disposal area outside the Jazan Refinery and Terminal Project.
7.2.4.2 A 20m’ of storage tank at site will be provided wherein all wastewater (hydro test water) will be stored. Upon storage is completely full it will be collected and disposed at approve disposal site.

8.0 SAFETY PRECAUTIONS.

8.1 Approved work permit shall be obtained prior to starting any works.
8.2 Work execution shall be carried out in accordance with this method of statement.
8.3 Safety Supervisor shall monitor compliance of the entire working crew with regards the safety procedures until the works are fully completed.
8.4 Work crew must carry out a safety risk assessment prior to the start of any new activities.
8.5 The necessary manpower inclusive of supervisory staff, tools, equipment, materials, and other resources required must be made available and ready to use.
8.6 Sufficient lighting shall be provided if work is done at night time. Work at night shall be approved by client.
8.7 Good housekeeping much be maintained for the duration of work.
8.8 The area shall be blocked off by physical barricade or warning tapes during activities to be made to ensure safety.
8.9 Job Safety Analysis (JSA) of this method of statement shall be disseminated and explained To workers for safety awareness.
8.10 All workers shall wear as a minimum PPE required below.

  • Safety Helmet
  • Safety Glasses
  • Safety Shoes
  • Safety Gloves
  • Ear Plug, if required by conditions.
