Overview of EPC Company Deliverables for Engineering Contractor Design

1.1  General

  1. EPC Company will issue drawings and documents to the ENGINEERING CONTRACTOR as detailed in this specification and in the contract scope. These will provide the basis for detailed design and procurement of equipment and/or material by the ENGINEERING CONTRACTOR as necessary to complete the contract scope of work.
  2. A scope of work is issued for each applicable design discipline. Each provides additional details of documents or “deliverables” that are produced by EPC Company and given to the ENGINEERING CONTRACTOR to perform the work.
  3. Some of the deliverables initially supplied by EPC Company may be first-issue project information. If actual project design information has not been developed, they will be examples (or “go-bys”) from other projects. These go-bys will enable the ENGINEERING CONTRACTOR to understand what EPC Company will issue during the project. During the bid cycle and project execution, go-bys will be replaced with actual project deliverables as they become available.
  4. Actual project deliverables will be issued by EPC Company before the ENGINEERING CONTRACTOR begins any related design work and will be clearly identified as “Issued for Design.” Preliminary project information and/or go-bys that may be issued to the EC, to aid planning and understanding of the scope of services to be provided, shall not be used as the basis for any detailed design work.

1.2  Document Register

  1. The contract scope will include a consolidated document register of all drawings and documents that form part of the contract scope definition. This document register will be updated throughout the contract. The document register will be issued and maintained by Company.
  2. The document register contains project-specific documents that will change over the life of a project. These documents include the Piping and Instrumentation Diagram (P&ID), process specifications, and similar items. The document register will be updated and issued to the ENGINEERING CONTRACTOR each time new or revised deliverables are issued by Air Products. This register will provide the current status of each drawing and document that has been issued to the EC. The ENGINEERING CONTRACTOR shall control the distribution of all drawings and documents issued to them and ensure that only the latest revision is used for design work.

1.3  Codes, Standards, and Specifications

  1. The scope of work for each design discipline provides information on the codes, standards, and specifications to be used or referenced by the ENGINEERING CONTRACTOR during the design execution.
    • EPC Company will provide electronic copies of all applicable standards and specifications that are produced by Air Products. The contract scope appendix will include a consolidated list of these standards and specifications and any additional project-specific standards and
    • specifications referenced in the contract scope. These documents are not expected to change during the life of the project. If any documents were to change, EPC Company will discuss the changes with the ENGINEERING CONTRACTOR before implementing them.
  2. The intent of the contract is to minimize project costs and project duration by accepting local standards and working practices if they meet the following requirements.
    • Satisfy national, regional, and local regulations in the country where the plant is to be installed.
    • Comply with Air Products’ corporate policies, safety standards, and specifications.
    • Are not considered to be detrimental to operation of the plant based on Air Products’ experience.
    • Reference to a specific standard and/or specification in this scope of work is intended to convey Air Products’ normal practices and/or preferences regarding plant design. If compliance with such standards will result in avoidable cost and/or duration penalties, the ENGINEERING CONTRACTOR shall offer an alternative proposal(s) for consideration by Air Products. Similarly, any conflicts between national or local codes/regulations and the referenced EPC Company standards/specifications/design guides shall be promptly referred to EPC Company in writing for resolution.
  3. It is, therefore, believed that country norms will be applicable for design, fabrication, erection, installation, and testing of the facility together with international codes if they complement the country norms and are acceptable to country national, regional, and local authorities.
  4. The ENGINEERING CONTRACTOR shall be responsible for determining and meeting the requirements for all national, regional, and local codes that are applicable to the EC’s scope of work.
    • Codes that shall be followed by a particular discipline are listed in that discipline’s section of this specification. These shall be considered to be the default codes for each discipline and the minimum requirements. If applicable national, regional, or local codes are more restrictive than EPC Company minimum requirements, the applicable national, regional, or local codes shall take priority.
    • The ENGINEERING CONTRACTOR shall obtain their own copy of any applicable code(s) that affect their work.
    • The controlling revisions to be used are the latest revisions of the codes in effect at the time the job contract is issued.

1.4  Supplier Drawings and Documents

Some of the drawings and documents issued by EPC Company will originate from suppliers of equipment and material purchased by Air Products. These drawings and documents will be identified by an EPC Company vendor print control (EPC Company VPC) reference and will provide the following information: equipment number, drawing issue (revision), and release code. The release code indicates the document status as follows:

Code 1 NOT APPROVED. Resubmit for Approval.
Code 2 APPROVED AS NOTED. Released for Fabrication. Resubmit for Approval – did NOT meet requirements.
Code 3 APPROVED AS NOTED. Released for Fabrication. Submit Certified Drawings for Final Approval.
Code 4 APPROVED. No further submittal required, unless drawing is revised

  1. Drawings assigned release Codes 1 or 2 will be released to the ENGINEERING CONTRACTOR by EPC Company only if the release will help the ENGINEERING CONTRACTOR to develop an understanding of the project requirements. The Engineering Contractor shall not proceed with design work using any vendor print that has a release code less than Code 3 (or uncoded) unless specifically instructed to do so by EPC Company in writing.
  2. A vendor print(s) that provides critical design interface details (e.g., location of piping terminations) will be transmitted to the ENGINEERING CONTRACTOR for comment before EPC Company assigns a release code.
  3. Upon receipt, the Engineering Contractor shall promptly review the documentation and provide any comments within five working days. The ENGINEERING CONTRACTOR must verify that the design is in accordance with certified drawings when they become available.
  4. The Engineering Contractor shall manage the supplier documentation for equipment and materials procured by the ENGINEERING CONTRACTOR as part of the contract scope using their own document management system.

1.5  Example Deliverables

The scope of work for each design discipline provides details of documents that have been produced by EPC Company for other projects. These will be issued to the Engineering Contractor as examples of the quality of information that is expected and the content that is required when the ENGINEERING CONTRACTOR produces deliverables during contract execution. Air Products’ design practice uses specific design tools. These tools must be used by the EC if specified by EPC Company in the job contract. This is necessary for the following reasons.

  • To enable integration of the EC’s design package within the overall project scope.
  • For ongoing maintenance and support for EPC Company owned and operated plants.
  • To meet third party client requirements.

If the ENGINEERING CONTRACTOR has a different format for producing these deliverables and can provide the same information required by EPC Company in their alternative way, the ENGINEERING CONTRACTOR may propose this for consideration by Air Products.
