JOB DESCRIPTION

PREVENTIVE MEASURES

Planning • Unplanned Execution 1.1 All necessary materials, tools, equipment and certifications or documents must be identified, prepared and provided prior execution and as required by each activities (e.g., 3rd party Certifications, Calibrations report, etc.)
1.2 Work permits must be prepared and completed before each conduct of activities
1.3 Tool box talk meeting discussing all related hazards, risk and control measures as per this document must be done
1.4 Proper coordination with the Client and other subcontractors must be done accordingly (as needs arises).
Mobilization • Vehicle poor condition

2.1 Only Drivers with SAG valid license is allowed tdrive transport vehicle.
2.2 Ensure that the vehicle is properly maintained, inspected and in good condition.
2.3 Drivers shall abide all the SAG traffic regulations and Client I Saudi Aramco traffic requirements aall times.
2.4 Drivers shall not exceed the posted speed limit2.5 Ensure that the vehicle is appropriate, adequatand sufficient as per the type of elements to be loaded.
2.6 Seat belts must be properly working and worn by all occupants. Vehicles must have a portable first aid kiand fire extinguisher.

3.1 Scaffold erection to be undertaken by trained and certified scaffolders working under supervision of certified Scaffolding Supervisor and approved by an Aramco Certified Scaffolding Inspector if height is above 6 meters.

3.2 Comply as per section 30. 0 – Scaffolding of HSEP-ZP-DW-JERP-O1 Rev.0o and applicable and suitable standards under OSHA Subpart L of 29 CFR 1926.
3.3 Inspection and tagging must be conducted prior to usage of any scaffolding.
3.4 Fall protection system must be provided. Top rail, Mid-rail and Toe boards must be in place and Personal Fall Arrest System (PFAS) attached to a secured anchorage point must be use by workers 1.8m above the ground. Anchorage point must be able to withstand 5,000 pounds of force applied outward or downward.

3.5 Ensure that the scaffolding is able to withstand 4 times the maximum intended load it will carry
3.6 Any gap of 2 feet elevation from ground to access ladder of scaffolding, a step stool or equivalent means must be provided
3.7 Working platform and access must always be maintained free of debris and tripping hazards
3.8 If contact to overhead energized power lines are inevitable, coordinate with the power supplier and request for shutdown and apply the Lock out Tag Out as per the Daewoo Procedures.
3.9 When working nearby energized equipment, contact the Client and request for shutting down prior execution of work. If shutting down of the equipment is not applicable, safe work plan with the Client is a must to provide precautionary measures in isolating the exposure to electrical hazards is required.
3.10 All tools shall be provided with tag line tied to the working personnel.
3.11 Scaffold components will be lifted using safe techniques (components will not be throw-up to the scaffolders nor to the ground).
3.12 Drop Zones shall be properly barricaded with corresponding sign to avoid other workers from entering.
3.13 Safe means of access/egress to be provided and maintained.
3.14 Unauthorized personnel will be excluded from the area where scaffold erection is being carried out.
3.15 A worker shall be assigned at ground level or near drop zone to restrict other employee from entering at work area.
3.16 Scaffolds must be leveled, rigid, plumb & squared.

3.17 All workers are prone to heat stress must be properly informed / oriented about factors that contribute to the illness that it will cause as well as the control measures to prevent ii.
3.18 Environmental conditions must be monitored (e.g., air temp. relative humidity) and communicated to all expose employees
3.19 Sufficient number and spaced shaded resting shelters must be provided for workers. It must be located not exceeding 100 m (330 ft) away from personnel working or exposed to direct sunlight or direct open brazing flames.
3.20 Provide sufficient number of local ventilation (e.g., industrial fans or portable air movers.
3.21 Portable blowers with built-in air chillers shall be used as needed (e.g., when confined spaces and enclosed work areas have ambient temp. exceeding 43°C) to provide cooling for confined spaces and similar enclosed work areas3.22 Work scheduling could be consider to conduct the activities in the cooler times of the day, especially during the month of Ramadan if it falls on summer
3.23 Sufficient amount of cooled drinking water must be provided to the workers. And must be located not exceeding 1 00m (330ft) away from personnel working or exposed to direct sunlight or direct brazing open flames. Workers must be encouraged to drink plenty of water.3.24 Workers highly prone to heat stress (Brazers) shall be allowed additional break time and water as they deem necessary for their health.
3.25 Personal Monitoring and Buddy System must be implemented. No hot work activity shall be done by an employee in solo or alone.
3.26 Proper PPE must be use (e.g., light colored, light weight, breathable clothing). Use of FRC are required for Brazers, in this case, Safety Personnel assigned together with the supervisor and brazing workers may assess and provide mitigation plans in reducing the high probability of heat stress to occur. Wetted clothing or towels could also be put into consideration.
3.27 Employees must undergo heat stress training.
Pressure Testing (Pneumatic)
  • Uncontrolled release of energy.
  • Compressed Gas.
  • Asphyxiant (Nitrogen).
4.1 Obtain and Comply with the requirements and procedures written in the applicable work permit for pressure testing activity.
4.2 Comply as per Section 39.0 — Pressure Testing.
4. 3 Issue written, approved procedure prior to execution of the test.
4.4 Thorough inspection of the testing equipment to be done by a Competent person
4.5 Inspect the compressed gas cylinders prior to start of activity. Ensure that it is in good condition, valves without damage and not corroded.
4.6 Prepare the test area and remove all unnecessary materials.
4.7 Ensure that all the manifold gauges & relief valves to be use are properly tested and calibrated by a third party certifying body. 
4.8 Ensure that the compressed gas cylinders is maintained to be in an upright position, with approved rack or trolley and secured by a metal chain rope. Non — flammable medium must be use in executing the test.4.9 Inspect the pressure hose to be use, free from damage and capable to withstand the required pressure
4.10 Provide whiplash arrestor.
4.11 Qualified person to execute the activity must be present in the whole duration of the test.
4.12 Check and inspect all connecting joints to be tight and secured. Cracked or damaged part must be reported to Supervisor and must rectify prior to pressure test.
4.13 Enclose or isolate the work area by means of providing barricade and warning signage
4.14 Gradual release of nitrogen gas, workers must position in safe distance to the released vent of manifold.
4.15 Nitrogen is an Asphyxiant, large amount or release and accumulation to atmosphere in an area could result to asphyxiation or deprivation of oxygen that could result to suffocation and  eventually collapse of a person. Personnel to work with it must be properly oriented regarding the hazard of the substance. Limited amount must be use and limit the exposure of personnel
dealing with it by isolation. 
4.16 Provide full time supervision.

5.1 Only authorized person with thorough knowledge regarding the impact of the refrigerants to the environment (Ozone layer) are allowed to conduct the activity 5.2 Hazard communication briefing regarding the important details including the hazards and control measures of the refrigerant to be use must be done with the employees involve in the conduct of the activity
5.3 Copy of MSDS must be present and available in the work area for emergency reference
5.4 Ensure that leak test are properly executed and deviations properly addressed and closed.
5.5 NO refrigerant is allowed to be released in the atmosphere. Refrigerants must be recovered in an enclosed vessel and secured in an approved storage area
5.6 Comply as per Section 24. 0– Compressed Gas Cylinders.5.7 Use proper PPE as per manufacturers recommendation
House keeping • Accumulated waste materials

6.1 Identify sharp and hazardous materials to the wastes prior collecting. Do not use bare hand in cleaning.
6.2 Ensure tools and equipment used from the tasks have been removed and stored properly.
6.3 Comply as per Section 22.0 Housekeeping ­guidelines and procedures.
6.4 Ensure area is clean and safe.
6.5 Wear proper personal protection equipment.
