The SAES-L-101 Standard outlines the specific regulations and requirements related to Pipes, Fittings, Flanges, and Tubes falling under the scope of SAES-L-100. These components are subject to RVL (Required Vendor List) control as stipulated by the specifications in SAEP-133.

This standard enforces the procurement of Pipes, Fittings, Flanges, and Tubes exclusively from manufacturers that have received approval from Saudi Aramco. The purpose of this mandate is to ensure the adherence to quality and safety standards, as well as the compatibility of these components with Saudi Aramco’s operational needs and specifications.

  • 5.1 Procurement Approval: It’s not allowed to procure products from manufacturers not listed in Section 8 of this standard without approval. Requests for approval of alternate manufacturers need supporting documentation showing how they would better serve Saudi Aramco compared to listed manufacturers.
  • 5.2 Desk Review: Manufacturers cannot be approved solely based on desk reviews.
  • 5.3 Small Quantity Procurement: For small quantity seamless and LSAW pipes as per 01-SAMSS-038, approved manufacturers are considered approved stockists.
  • 5.4 HFW Pipe Manufacturer Restrictions: Restrictions regarding approval of HFW pipe manufacturers are detailed in paragraph 8.1.1 of 01-SAMSS-333.
  • 5.5 Interpretation of Manufacturer Listings: How manufacturer listings in Section 8 are interpreted:
  • 5.5.1 No Limitation or Any Location: All products from these manufacturers are acceptable.
  • 5.5.2 With Limitation or Under License: Only products meeting the limitation or made under the license agreement are acceptable.
  • 5.5.3 Specific Location: Only products made in the listed location or area are acceptable.
  • 5.6 Clad Pipe and Induction Bends: Clad pipe and associated clad induction bends for a project must be procured from the same manufacturer. Induction bending can be outsourced to an approved facility.
  • 5.7 Clad Spools: Clad spools made of weld overlayed fittings, straight pipe, and flanges (specific 9COM numbers) must be procured from the same manufacturer to avoid mismatching internal diameters during fabrication.

This section provides detailed guidelines for the procurement of various products, emphasizing the importance of approved manufacturers and ensuring proper compatibility and quality of components.

Restrictions for the First Order

We outline the restrictions and requirements for placing the first order on an approved manufacturer for metallic pipes:

A. Sour Service Restrictions:

  • The first order placed on an approved manufacturer must be for non-sour service.
  • After successfully executing non-sour orders totaling at least 1000 tons, the manufacturer can be approved for sour service.
  • Any technical problems encountered during the execution of trial non-sour orders must be reported to the Chairman of Materials and Corrosion Control Standards Committee.
  • If technical problems arise during the execution of trial non-sour orders, it could lead to a delay in approving the manufacturer for sour service or the withdrawal of approval.
  • These requirements also apply when placing orders on vendors for the first time after the removal of hold.

B. Order Quantity Limit:

  • The quantity of the first order placed on the approved manufacturer must not exceed 10 kilometers (approx. 6.2 miles).
  • Any technical problems reported during the production of the first order or initial orders could result in placing the manufacturer on hold.

C. Higher Level of Inspection:

  • A higher level of inspection shall be ensured by VID (Vendor Inspection Department) for the first order placed on the approved manufacturer.

These restrictions and requirements are designed to ensure that the initial orders placed on an approved manufacturer are carefully monitored and controlled to maintain quality and reliability, especially when dealing with new or unfamiliar manufacturers.

Restriction on Manufacturing Process

Here outlines restrictions on the manufacturing process for various commodities, including pipes, fittings, flanges, and tubes covered by the standard:

7.1 Manufacturer Responsibility:

  • All commodities covered by this standard, such as pipes, fittings, flanges, and tubes, must be manufactured by the company that is awarded the purchase order.

7.2 Flanges:

  • Flange manufacturers are required to have the necessary equipment for forging and heat treatment, either in-house or in a wholly owned subsidiary approved by Saudi Aramco.
  • Flange manufacturers are not allowed to procure rough forging for further processing. All forging and heat treatment operations must be performed by the same manufacturer.
  • Machine shops are not considered flange manufacturing facilities.
  • These requirements are specific to standard flanges procured according to 02-SAMSS-011 and do not apply to non-standard engineered flanges and clamp connectors.

7.3 Tubes:

  • 7.3.1 Straight Tubes:
  • Tube manufacturers must have the required equipment for various operations including forming, welding, drawing, extrusion, non-destructive testing, and hydrotesting/leak testing. These operations must be conducted either in-house or in an approved wholly owned subsidiary.
  • Outsourcing any of the above-mentioned operations is not acceptable.
  • 7.3.2 U-Tubes:
  • It is acceptable for a tube mill to outsource bending, heat treatment, and subsequent testing operations for U-tubes.
  • However, approval for U-tubes will not be granted to manufacturers/stockists that purchase finished tubes from an approved mill or unapproved tube mill and then perform bending, heat treatment, and subsequent testing in-house.

7.4 Manufacturer Responsibility (Repeated):

  • Once again, it is emphasized that all commodities covered by this specification must be manufactured by the company awarded the purchase order.

7.5 Stamping and Logo Restrictions:

  • Manufacturers are not allowed to stamp their company name and logo on commodities that have been procured as finished or semi-finished products from another manufacturer, even if the source is a Saudi Aramco approved supplier.
  • Violation of this clause may result in the manufacturer being placed on hold or permanently delinked from the procurement system.

These restrictions are put in place to ensure the quality, integrity, and accountability of the manufacturing process for the specified commodities.
