1.0 PURPOSE

This Procedure / method statement shall provide minimum guidelines to carry out the installation of insulation supports activities for commercial buildings, plants and refineries to ensure that the work is carried out in accordance with Project Drawings and Project Specifications.

2.0 SCOPE

This method of statement will cover the installation of insulation support for skirt part of vessels of Refinery and Terminal Project.

3.2 Inspection and Test Plan / Method Statement

3.3.1 SATIP-M-001-01 Structural Steel for Pipe rack, Steel Supports and Miscellaneous.

4.0 RESPONSIBILITY

4.1 Construction Manager shall be responsible for all HSE matters and to study, analyze and schedule all construction activities with his department to include manpower and equipment line up as well as other possible resources required for the successful implementation of the construction work activities. Study all aspects of work procedure as per technical Scope of Work.

4.2 Structural Supervisor shall study and review all necessary documents for the installation works in his area to include, technical scope of work, specification, bill of quantities, planned milestone dates and construction procedure.
4.3 Structural Foreman shall be responsible for the direct work supervision at site to ensure that the work is performed in accordance with DEC/JGC Technical Scope of Work and latest approved for construction
drawings. He shall monitor the availability of materials in line with his required schedule.

4.5 QC Inspector shall be responsible in monitoring and inspection of the work and ensure that the work is performed in accordance with DEC/JGC Technical Scope of Work and Standards.
4.6 Safety Engineer/Supervisor shall be responsible in monitoring safety aspects and ensuring that work is done in accordance with DEC/JGC Safety Standard Procedure. He shall give reminders or advice to all
workers to do the activity safely.

5.0 MANPOWER

5.1 Manpower will consist of the following, but not limited to as listed below.
5.1.1 Structural Supervisor.
5.1.2 Welding Foreman.
5.1.3 Welders.
5.1.4 Structural fitters.
5.1.5 Fire Watchers.
5.1.6 Safety Engineer/Supervisor.
5.1.7 QC Inspector.
5.1.8 Helpers.

6.0 TOOLS AND EQUIPMENT

6.1 Tools and equipment needed should be in good condition and must be checked by Structural Supervisor/Safety Officer prior to use in the construction area. These Includes but not limited as below:
6.1.1 Clamps
6.1.2 Cutting torch
6.1.3 Grinder
6.1.4 Welding Machine
6.1.5 Hand tools

7.0 Vessels Insulation Support Installation Procedure | Method Statement

7.1 Clean the portion of the vessel skirt where the support plates (8 mm thickness, SA 516 Gr.70) for insulation shall be installed.

7.2 Place the support plates on the vessel skirt and level it on top of the strap anchor. See figure below:

7.3 Weld the support plates using the ARAMCO approved WPS (P1 to P1).
7.4 After the welding process, submit the item to Welding QC Inspectors for visual inspection.
7.5 After the acceptance of the visual inspection, NDT (PT) shall be carried out.
7.6 After the acceptance of the PT, all welded part (skirt, support plate and weldment) shall be painted using APCS-1 B paint code.

8.0 QUALITY CONTROL

8.1 QC Inspector will be assigned to attend to the quality control and assurance of this work.
8.2 QC Inspector shall be responsible to conduct all required inspection as detailed in Site Instruction to ensure that all applicable requirements, codes and standard are complied with.
8.3 QC Inspector will produce all documents attesting to the acceptability of the works and submit to the client.
8.4 QC Inspector has to utilize the applicable SATIP & SAIC for the activity.

9.0 SAFETY PRECAUTION

9.1 Approved work permit should be obtained prior to start any repair works.

9.2 Work execution shall be carried out in accordance with this method of statement.
9.3 Erection crew must carry out a safety risk assessment prior to start of any new activities.
9.4 Always consider provision for lifelines as the work requires working at heights. Full body harness shall be used and 100% tie off during the work activity.
9.5 Workers should wear their PPE’s always.
9.6 Good housekeeping must be maintained in the duration of works.
9.7 Safety Supervisor/Engineer shall monitor compliance of entire working crew to safety procedure until the work is fully completed.
