Drive Test Configuration:

We connected 2 Mobiles for coverage/quality test and the testing procedure for UMTS drive is as follows:
  1. MS1: UMTS Lock (30sec call 10sec idle).
  2. MS2: Auto Mode (180sec call 10sec idle).
  3. MS1: UMTS Lock – continuous download through FTP/Internet

Blocked Call Analysis

Analysis

Call is blocked with “No radio bearer setup complete, unspecified” message under acceptable radio condition.
Call flow in drive test shows that after the event occured and after the call proceeding message with RAB assignment
request not yet generated, DL disconnect message was sent by the network. No CS RAB blocking is reported in OSS
KPIs on this cell which is understandable as request was not yet generated.

Analysis and Recommendations

Coverage is weak due to the no dominant server here. Redesign requried on 1st sector of 9434 & 3rd sector of 8166.

Bad Coverage & Ec/No Patch-2

Analysis and Recommendations

Weak coverage and bad Ec/No patch observed due to the call dragging on carrier F3 10712. UE was camped
on 10712 before start of DT and due to frequent cell updates, inter-frequency HO could not be triggered.

Issue in this area is because of no dominancy and because of that EcNo is affected on 10587/10562 as number
of nearby cells try to fill in this null zone. This in return effects EcNo and due to very bad EcNo UE goes into no
service mode and UE when returning to UMTS camped on cleaner freuency 10712 with better EcNo.

In Patch 2A→ Also Inter Frequency handover failures observed due to the same PSC of neighboring cell and
overshooting cell is same, and due to PSC conflict handover could not be triggered properly and failure observed.

Following actions will be taken for improvement for Both Patch 2A & 2B.

  • Planned site 9274 need to be on-air for dominant server.
  • Physical redesign possiblity on nearby sites to improve QoS as much possible.
  • Power Reduction/physical redesign on overshooting cells of F3 10712.


Bad Coverage & Ec/No Patch-3

Analysis and Recommendations

Weak coverage and bad Ec/No patch observed due to the call dragging on carrier F3 10712.
Cells are overshooting over a distance of more than 10km. UE was camped on 10712 as it was
switched on in this patch and after inter-frequency QoS was improved.

Following actions will be taken for improvement

  • Physical redesign possiblity on overshooting 10712 cell i.e 25542,25559.
  • Power Reduction of F3

Bad Coverage & Ec/No Patch-4

Analysis

Weak coverage patch observed on this road due to the no dominancy issue when UE is in locked mode and UE
was camped on 10562 whereas when UE is in auto mode then coverage is fine because UE Camped on carrier
10587 but Ec/No is degraded due to the overshooting of one cell 34841.

Redesign required on 34841 & 24813.

Bad Ec/No Patch-5

Analysis

Coverage is fine but Ec/No is degraded on above highlighted patch after the addition of strong server 4403 in monitered
set and soft handover was not performed from 54403 to strongest server i.e. 44403.

CIO needed to be relaxed [0 to 4] from 54403 to 44403 so that the soft handover will trigger timely.

  • Low Throughput Patch Analysis
Low throughput was observed in this patch because UE reselceted on carrier 10712 with weak RSCP.
Issue in this area is because of no dominancy and EcNo is affected on 10587/10562 as number of nearby cells
try to fill in the weak coverage patch. This in return effects EcNo and due to very bad EcNo UE goes into no
service mode as UE is locked on UMTS and UE when returning to UMTS camped on cleaner freuency 10712.

Site 9274 is planned in the area and once on-air will provide dominant server and will resolve this issue.
Neverthless as communicated in bad patch analysis, redesign on neighboring sites will be attemped to improve EcNo in this patch.
